Amit Cowshish retired from the Indian Defence Accounts Service in 2012 as Additional Controller General of Defence Accounts after serving for thirty five years in various capacities in the Ministry of
Defence, Defence Accounts Department and the Central Vigilance Commission.He served as the Controller for Defence Accounts for the Central and Northern Commands and the
Border Roads Organizations. He is a former Financial Advisor (Acquisition) & Additional Secretary, Ministry of Defence, in which capacity he was associated with capital acquisitions for the three services and the Indian Coast Guard.
During his tenure with the ministry as Additional Financial Advisor and Joint Secretary, he also handled defence plans, budget, and revenue procurement. He headed the committee that drafted the Defence Procurement Manual 2009 and was the Member Secretary of the Defence Expenditure Review Committee set up by the Ministry of Defence in 2008.
He holds Masters and M. Phil. Degrees in Political Science and is a law graduate. He attended the Advanced Professional Programme in Public Administration at the Indian Institute of Public Administration in 1996 and the National Security and Strategic Course at the National Defence College, New Delhi in 2000.
He is presently a Partner with Dua Associates, Advocates and Solicitors and a Distinguished Fellowwith the Institute for Defence Studies and Analyses, New Delhi. He is on the editorial board of two defence journals and writes regularly for various websites and defence journals on diverse matters relating to financial management in defence and acquisition policy and procedures.
